Eaton 9130 No Outlet Power On Battery

I have a Eaton 9130 I bought refurbished with new batteries less than 1 yr old. The unit has been working flawlessly up until a recent power outage where the utility power cut out (for less 4 seconds), but instantly all the equipment plugged into the UPS turned off. The UPS itself was still powered on and showed it was in battery mode with almost 100% battery capacity and 190minutes of remaining time. The load on the UPS has never gone above 30%, usually around 20%. Even with a very small load of < 10w, the unit still instantly shuts off all outlet power when entering battery mode.

I've ran the battery test and it passed perfectly fine. No error logs either. Any ideas?
