APC Powerchute Could not connect to Host over the network

I am trying to connect the Powerchute network shutdown software to VMware ESXI V7 and I get the message: "Could not connect to Host over the network". I have re-created the certificate on ESXI, modified the etc/host file. I am still unable to establish a connection. I am uncertain about the next course of action.
