Servers shut off even though on UPS and question about redundant power supplies

A client of mine has two servers. One is a PowerEdge T320 with redundant power supplies. The other "server" is a Dell Optiplex 9010. Yesterday the site had a brief power outage. All the lights in the building went out for about a second or less. I wasn't there, just going by their descriptions. The way the described it it sounded like the voltage slowly dropped all the way to zero then came back on.

All the PCs and other devices effectively rebooted because they were power cycled. The two server PCs stayed off. They were the only boxes hooked to UPSs.

So I'm trying to understand:
1) why did these machines not stay up?
2) is the PowerEdge plugged in the right way?

Both machines are less than a year old and the UPSs are new too. I don't really understand why they didn't keep the machines up. It was just a short power outage. My best guess...
