Dead Powerware 5115 UPS troubleshooting

I picked up this UPS from a friends work as they were tossing it. I had thought turn it into a car inverter, but it is a 24V model so that won't work. I opened it up and I see no signs of fried parts or anything. Batteries are not bulged, cracked, etc.

One shows about 4V the other about 2.5V I'm thinking they may just be really dead and need charge, but many UPS I've come across before still worked with no or bad batteries. 

(I have looked at manual outlet is fine, breaker on unit isn't tripped) No lights on front come on, hold power button 5 seconds and nothing.
