Persistent grid overvoltage (+8%) - what to do?

For 3 days, we've had our building's input voltage marginally high. We're in California, so 128V instead of the nominal 120V. (126-130V, depending on which UPS you ask.)

My main issue is how to go about it. It's an edge case in an absolutely "gray area", and I don't have a clear "attack plan" and priority assigned to this. All I have is stress from the text messages from the monitoring equipment, that I wake up to every day.

The (line-interactive) UPSs are running in AVR mode, conditioning the voltage without running off battery. So they seem to do their job well, but how long is it "fine" to go on like this?

Do modern server PSUs ("100-240VAC") happily eat up anything within that range, even e.g. 190V, or they actually have two ranges e.g. 100-135V and 200-240V?

If I do bring an electrician, what would I bring him in for...?
